National Conciliation and Mediation Board – Cordillera Administrative Region (NCMB-CAR) Regional Branch Director Lourdes P. Estioco inducted the newly elected officers of the Pines City Doctors’ Hospital Employees Labor Union (PELU) on December 10, 2021, at the Union’s office in Pines City Doctors Hospital (PCDH), Baguio City.

This is their second set of elected officers after almost 4 years. The Union was organized in late 2017 and registered at the Department of Labor and Employment (DOLE) in May 2018. It has Two Hundred Fourteen (214) members within the bargaining unit.

In her speech, Dir. Estioco,  went on to stress that said induction signifies the officers’ acceptance of their duties and responsibilities as contained in their constitution and by-laws. She encouraged them to forge a strong partnership with the management through the Labor-Management Cooperation and Grievance Machinery.

“Ang pagbuo ng unyon, karapatan ninyo yan. Pero dapat katuwang pa rin kayo ng management sa pagtupad ng ano mang misyon ng establisyimentong ito. Hindi kayo magkalaban. Dapat partner kayo ng management,” Dir. Estioco said. She likewise thanked the frontliners for their work, dedication and sacrifices especially during this pandemic.

In her response, Mrs. Melina Galwac, the Union President accepted the challenge of building a culture of working hand in hand with management for a better future. She then inspired her fellow officers to do their best in the performance of their duties and responsibilities. She also hoped that management will see that their existence is a peaceful one and a willing partner in creating a peaceful working environment. “This is not only a challenge for me as president but to all of us, co-officers. Let us work together and prove to management that we are here to help, not to fight them. Let us all be responsible,” she said.

Ms. Wilbel Christine Mina, a 2nd time Board of Director also challenged her fellow officers. “Let us make a difference in the union as well as in this institution, initiate worthwhile projects and programs, walk the talk and serve with passion, commitment, and sense of responsibility. Mayroon mang konting hidwaan at problema, dapat pag-usapan natin at magtutulungan tayong hanapan ng solusyon,” she added.

“Ever since the setting up of the union, changes are being felt. May nagagawa na ang organisasyon, hopefully tuloy tuloy na at hindi mapunta sa wala ang ating mga pinaghirapan. We need to make it stronger. We are a peaceful organization, we hope that management will soon see us as partners in this establishment,” said Ms. Dynah Pedling, former Chairman of the Board of Directors and acting president.

In order to strictly observe the safety protocols, the officers were sworn to office in 3 batches. 

Under its Constitution and By-Laws, the officers will have a 2-year term (2021-2023). Mr. Jeffrey Sia, the Union’s first president who resigned due to personal reasons,  was retained as their adviser to ensure the continuity of the organization’s goals and objectives.
