Regional Conciliation and Mediation Board (RCMB)-CAR joined the Kapihan sa DOLE and the other Regional Coordinating Council (RCC) members of the Department on May 4, 2022. This is in partnership with the Philippine Information Agency (PIA), CAR.
RCMB-CAR Director Lourdes P. Estioco, one of the panelists, elaborated on the Agency’s accomplishments from 2021 to the present. She emphasized the intensified promotion of the Branch on the alternative dispute resolution (ADR) mechanisms which include Labor-Management Cooperation (LMC), Grievance Machinery and Voluntary Arbitration, and Conciliation-Mediation.
The other representatives likewise conveyed their programs and accomplishments. Among the key points reported were the recently concluded Labor Day Face to Face Trabaho Negosyo Kabuhayan (TNK) Jobs fair, Special program for Employment of Students (SPES), DOLE Integrated Livelihood Program (DILP), Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) of the DOLE.
Included in the presentations were the status of the Productivity Training Program and Wage Regulatory Program of the RTWPB; various financial assistance, scholarships, and livelihood programs of OWWA and NRCO; safety and health accreditation programs of OSHC and employees’ compensation programs of ECC. PRC also provided detailed statistics on applications and results of licensure examinations and the various professionalization programs conducted by their agency.
DOLE-CAR Director Nathaniel Lacambra who headed the team, highlighted the roles and functions of each attached agency. “Sa ating mga taga-pakinig, taga-panood at tagasubaybay, Nakita po ninyo na ang Department of Labor and Employment ay napaka-komplekado dahil sa dami ng agensyang bumubuo dito. Pero iisa lang ang aming hangarin, ang matulungan ang ating mga manggagawa hanggang sa abot ng aming makakaya,” he said.
Other panelists include DOLE ARD Anthony L. Wooden, Jr., Atty. Marvie M. Fulgencio, Board Secretary of Regional Tripartite Workers Productivity Board (RTWPB), Edgar Melchor P. Laigo, OIC of Overseas Workers Welfare Administration (OWWA), and Juanita L. Domoguen, Regional Director of Professional Regulatory Commission (PRC, Dennis Garret Lee Information Officer of Employees Compensation Commission (ECC), Esmeralda P. Butic, Regional Coordinator of National Reintegration Center for OFWs, Regine B. Blas, Public Information Officer of Occupational Safety and Health Center (OSHC).
Misters Joseph Zambrano, Manager, Baguio City Provincial Information Center-PIA, and Daryll Ponard, Information Officer of DOLE-CAR hosted the event.
