Through the recommendation of NCMB-CAR, DOLE-CAR issued certificates of compliance (COC) on labor relations to the outstanding Labor Management Cooperation (LMC) regional awardees on September 29, 2015.

Dir. Gil Caragayan and technical staffs Cresencia M. Pawingi and Maggie Balagtey awarded the certificates of SN Aboitiz Power Benguet, Inc., The manor at Camp John Hay, and Hedcor, Inc. on different occasions.


Awarded as the most promising LMC practitioner under the unorganized category, SN Aboitiz Power Benguet, Inc. was awarded a certificate of compliance on labor relations for establishing a functional workplace cooperation schemes and an operational grievance mechanism.

The Manor at Camp John Hay, a hall of famer in the regional search of Best LMC under unorganized category was also issued a certificate of compliance on labor relations for sustaining workplace cooperation schemes and for its persevering quest for the hall of fame in the national search.


For the organized category, Hedcor Inc., a hopeful for the hall of fame in this year’s national search, received the same certificate for having complied with requirements set by DOLE Administrative Order No. 618. Benguet Electric Cooperative was also awarded the same certificate of compliance for being adjudged as the 2015 Outstanding LMC Practitioner in the region under the organized category.

To receive this certificate, DOLE A.O. No. 618, series of 2014 requires that organized companies must register their CBAs and must have a recognized bargaining agent. The CBA provisions must be consistent with or above minimum standards as provided by law and CBA must be existing at the time of the labor laws compliance system assessment. It is also important that the CBA must have a provision on grievance machinery or similar workplace-based disputes management committee. Lastly, the company must have gender sensitivity programs, anti-sexual harassment policy, and work productivity programs.

The certificates of compliance issued to these companies are valid for two years unless earlier revoked or cancelled by DOLE.   Maggie B. Balagtey-CAR
