To fast-track the promotion of the programs of the Board, RCMB-CAR headed by Dir. Lourdes P. Estioco converged with the Cooperative Development Authority-CAR, headed by Dir. Marieta P. Hwang on August 25, 2022.

The focus of the Branch has been on facilitating the labor-management cooperation mechanisms of the cooperatives in the region. Likewise, to enhance the existing enterprises with Labor Management Cooperation (LMC) and Grievance Machinery (GM) programs.

Strategies were laid down by the 2 agencies during the meeting. Small, medium and large (SML) cooperatives in the region will be gathered through a convention during the celebration of Cooperative Month this October.   A time slot for the RCMB-CAR will be allocated for the introductory presentation of the Board’s programs. 

Plans to further strengthen the enterprises on cooperation, grievance processes, and conciliation-mediation techniques were also agreed. Training by batch will be scheduled starting in the 2nd quarter of 2023. For a smoother course in the implementation of the agreed plans, sharing of programs of both agencies took place.  Queries were clarified by both sides. 

Dir. Estioco was very optimistic that said meeting will be the start of a more vigorous partnership of both agencies, for the promotion of industrial peace. “I am confident that this will be the beginning of a profound collaboration. Our agencies will serve as instruments for the spread of industrial harmony in the Cordilleras,” she said.

Dir. Hwang, who is barely one year in the region expressed her sincere support for the Board’s commitments. She also assured the provision of the updated lists of SML cooperatives once completed. An initial list of cooperatives was earlier furnished to the Branch.  “We, from the CDA, are always ready and more than willing to help you accomplish your commitments towards industrial peace,” she added.

Also present during the consultation meeting were Supervising Labor Employment Officer (LEO) Maggie B. Balagtey and Sr. LEO Gabriel P. Bayao of RCMB-CAR, and  Senior Officer – Credit Surety Fund Section Felicidad R. Cenon of CDA. These officers will continue to coordinate for the success of this endeavor.
